In Data/builtin_ships/Imperium/Combat/builtins_imperium_combat.rules there's a reference to a file (png) with a "special" char in. This causes a deserialization error stating it can't find the file.
I renamed both the rules entry & the file to just Temujin.ship.png, causing everything to just work (For now at least - it starts now)
Hopefully this might be helpful.

Can I still download the free "Classic" version of Cosmoteer?
Yes, there are two ways to play Classic:
1) Download it at https://cosmoteer.net/history.html
2) Download the "Cosmoteer Demo" on Steam, then go into the properties for Cosmoteer Demo, click on the Betas tab, and select "classic" from the drop-down.
Can I have both Modern and Classic installed on Steam at the same time? When I install Modern, it deletes the demo.
Yes, with a little bit of work:
1) Type steam://open/console into your web browser.
2) In the Console tab on Steam, type app_install 1110960. This will force the demo to install even though Modern is also installed.
3) Go into the properties for Cosmoteer Demo, click on the Betas tab, and select "classic" from the drop-down.
