Don't mine (most) ore in the first place. The VAST majority of materials will be what you get from blowing up other ships. About the only exception to this are diamonds and tristeel (and even then you start getting these later on anyway). It's also not worth much unless you refine it, which is needlessly fiddly at times and isn't worth much compared to, again, just blowing things up and selling the parts you don't need.
Mine ore when you need it to make ammo/missiles.
Stations have a limit to how much they can buy. Almost all stations buy all things (there's usually something like 3 neutral stations and 2-3 faction stations in each system, the neutral ones buy anything), but if they're full of other things they simply can't accept your stuff.
They are just a control base and cargo - and they generally don't move from the stations
