I'm still figuring out the best balance for the crew limit. But FYI, you can change the crew limit in the advanced game options, to make it easier (or harder) to buy more crew.
Ill have a look at the options..does it affect save games as well or only fresh games ?
Edit : Apparently setting up "supply iron to storage" to 10 priority breaks the supply chain, setting it to 7 and setting "supply iron to factory" to 10 fixed it for me, whoops
If you have a save loaded you can change them in the settings under 'current game'.
Edit: just tested setting it to 10, doesnt help either.
