Assuming it's the latter, you should probably have clarified that in your post. But here goes:

In build mode/ship editor, with a launcher selected, the "rotate" buttons along the bottom edge of the construction space shift to the right slightly, and there's an additional button for selecting which type of launcher you're going to be placing. Also, once the ship is built, you can swap ammo types by selecting the launcher, and looking in the bottom left corner of the screen, where there's an "ammo type" selector in the action bar. When you save a ship design, it saves the all attached launcher ammo type settings as part of the build, so you'll build any new copies of that design already set up if you save the build after confirming the right launchers are equipped.

You can't. It's just the explosive missile, that's the way things are. If you want a game where you can drop mines, issiles torpedoes, etc. as well as cannons and railguns...Play FTD (From The Depths). I really recommend it, but it's really difficult.
P.S. Don't stop playing cosmoteer if you enjoy it, it's a really fun game

There were a series of test builds near the end of last year which were discussed on the official forums (not the main publicly-accessible version of the game) where you have different missile types. They've also been testing additional anti-missile defense systems and tweaks to the existing systems. Various versions of the missile test setup have been tried with different elements seeing different degrees of popularity. It'll be interesting to see what gets carried over from them. They've included a functionality in those builds which allow missiles and other weapon types to be switched between different firing modes (including mines), much like how the dual laser turret can be switched between dual- and single-fire modes to adjust damage per shot and fire rate. But those updates haven't gone live yet, so you won't see them in the main build that players have access too.
