Report a translation problem
I can tell straight away that x percentage of people don't like the lack of a manual/guide on the game.
The in-game glossary and tool tips are very good; however, you have to be playing the game to read them. Which means people are pretty much committed to retaining this game.
I have played about an hour and a half - yet, I have seen virtually nothing of the game - because I have re-started several times.
I am kind of loathed to launch the game to go an read the in-game glossary.
The categories were originally intended to be trial-and-error but we obviously underestimated the difficulty players would have uncovering that information out alongside the other systems in the game. We are working to make these conveyd better but for now, here is a direct list:
Alcohol Rackets:
Speakeasies, Distilleries
Entertainment Rackets:
Speakeasies, Gentlemen's Club, Casino
Financial Rackets:
Insurance Fraud, Loan Sharking, Money Laundering, Labor Unions
Gambling Rackets:
Gambling Den, Numbers, Casino
Smuggling Rackets:
Distilleries, Narcotics
Theft Rackets:
Mugging, Robbery, Hijacking

We are actively working on an in game tutorial as well as a Starter Guide and a Wiki to help out any confussion!
It's not just helpful for neighborhoods, each individual has their own nuances as well.
