The mind boggles at the depth of the game - we know there is heat in neighbourhoods, etc - so, potentially, I could go and do something that creates a lot of heat in territory that a rival family is occupying, then basically just leave - the point being does the rival get affected thereafter or is the heat on me?
The in-game glossary is all very well; HOWEVER, you are using game-play time to read it. It could take you way past 2 hours to digest it.

The police of New Shore care more about making the public feel safe than actually tackling the families head-on. As such, any soldato in a neighborhood can be arrested when heat is high, even if their family isn't operating any rackets. As you've caught onto, you can use this to your advantage by purposely generating heat in neighborhoods with lots of enemy units. Try using a political favor that prevents friendly arrests!
