The way you have movement by controller setup is how VRChat gesture/animations are played.
By default, in VRChat, you need to actually click the left trackpad and then as you move your thumb around the trackpad, your avatar moves (you don't need to hold the trackpad button down, just not lift your thumb off the pad or it resets back to gestures until it's clicked again)... Not super intuitive but they're trying to cram as much gesture options in there as possible along with everything else.
Ok, I completely fixed how "enabled when not moving" works, and will be in the default VRChat profile in the next update.
Unfortunately the code is a bit too unstable for publication right now (with walk in place with trackers), you'll have to wait a few days to have the fix.
