Shadow Force with rooting memory or decrease movement range for 50%
Deadly Dance with rooting memory or -20 ini is devastating
I think rooting memories are pretty slept upon. They work on bosses without issue, allowing to prevent them for moving and going melee, saving %HP in interruption abilities, etc.
You don't even have to move...
That and:
Deadly Dance - initiative delay
Shadow Round - +% damage taken
The Reaping - flat damage
Lightning/Ghost Strike - extra attack (or init delay for Lightning)
