We understand your sentiments, but keep in mind that HD Poker in no way requires you to spend money.
That said, like many games out there today, we are a free to play game that is community supported. Quite literally, your purchases in the game go to support HD Poker and the continued development to bring you fresh and unique content.
Further, one of the trickiest things about a game such as ours is making the game fun whilst you are playing with free chips. While we offer many ways of collecting Gems and Chips (achievements, chests, rewards, mega wheel, etc.), we must maintain a solid economy, because otherwise you get into "All-In Poker" scenarios where people just all in and the game is no longer fun. Our Poker Skill Rating system is modeled as close as possible around true skill, if we simply "gave it away" it would literally break the system.
Regarding Chests, we will likely integrate with Steam Marketplace down the road, just no announced date as of yet.

But you are missing the point where no poker game that has 0 economy is any fun.
When there's no stakes at all, people will just go all-in everytime and it takes the fun out of a serious poker game.
I fully agree with you. As soon as real money chips are required, even if there are other ways to get them, it is gambling and should be forbidden.
And yes, a thirteen year old should not be allowed to play real money poker games when even grown-up addicts can become.
Let me make this a bit clearer for you.
In the same way, you also exchange Euros in US dollars. The currency in the game are chips that you can exchange for Euro or US dollars to play Poker.

And thats not the Only Land that say its Gambling. Buying poker chips is exactly the same. Just that you do not pay for additional content, but that you can continue playing or playing better.
