If yes, then you can use local market menu of your enterprise and set autotransfer.
If you don't own any of those, then you can:
1) builld a warehouse in a city (of course if there is a free land) and set there autotransfer;
or
2) buy Best Friend and order it to buy 1 steel and then steel 1 steel.
The route for your train should consist of two stations. For example,
Baltimore:
Unload: nothing
Load: 1 steel from a steel mill
Baltimore:
Unload: 1 steel to a tool factory
Load: nothing
Note that instead of buying a extra Best Friend you also can use a train that is already making a stop at the station, just instead of the normal stop give it two stops. (and let it load steel at the first stop and unload it to the tool factory at the second stop) and then go on with the normal tasks.
1. Select your tool factory.
2. Click [City Market] button.
3. Find there your steel mill and select its output - steel.
4. Click on the button below to create an auto-tradaing rule.
5. Select the amount you need folling the rule described*.
6. Click Apply. And it's done :D
*You can do the same for the steel mill and move steel to the tool factory. However the rule will be inverted.
When you take something (like when a tool factory takes steel) you specify the minimum amount of steel you want to see in your tool factory.
When you give something (like when a steel mill sends steel) you specify the maximum amount of steel you want to be stored in your steel mill. All the excesive steel will be sent to the specified factories.
