why can i not build a bread factory?

is there a something i'm missing i can build a steel mill but my people aren't smart enough to know how to run a bread factory?

Bread factory? Are you sure you write in the discussion of the correct game?
There is no bread factory in Railroad Corporation 1, but it exists in Railroad Corporation 2.

ok i'm going nuts or this campaign mode is wack chapter 3 i could not construct a bread factory it just wasn't an option now chapter 4 bread factory is there but now cloth factory is gone.
