After some digging, I found some info from last year in this link : https://movavi.io/what-is-h265-en/
Maybe one of the h265 licensor decided to take action that made Movavi remove it?
this codec was the only reason I was still using movavi video suit 17 I wish there was a way to access the beta tabs on steam to undo this update
Unfortunately, we had to drop support for the H.265/HEVC codec due to licensing issues. More details:
What Are Codecs and Why Don’t We Have Support for H.265 in Movavi Software?[movavi.io]
However, if you use Windows 10, you can download from the link below and install the H.265/HEVC Video Extension, which allows you using H.265/HEVC codec in Movavi programs:

Best regards,
Movavi team.
it is really a shame, Licensing for those kind of stuff must be complicated..
anyways, thanks for the workaround!
keep up the great work
Thank you. I really appreciate this kind of response and good gesture from devs, instead of leaving us in dark.

Not sure if I need to reinstall everything or if it's something else. Wondering if it's worth bothering the devs with a ticket about it.
I've downloaded and installed the stuff provided in the link from the devs. after that, I uninstalled and installed Movavi again, and now I can edit HEVC files from the video editor
