Anyone else encounter this?
And if yes, what's the solution?
It have nothing to do with game files, antivirus/firewall exceptions and i'm already out of ideas.
Re-instal game twice, re-instal IE twice(as mentioned in one discussion with same error)

Problem solved.
TLS 1.2 was already allowed in Internet Explorer properties.
Solution: allow TLS 1.3 in options as well.
