how do you get more than 2 decals
im level 50 and can only use 2

Each tier of fighters gets one more decal slot than the last. I'm assuming you have a two-star fighter, so that means you get two decal slots. You can also spend Bloodium (found on floors 1-40 in the form of rare mushrooms) to add an extra decal slot.

you can also make a 'skill master' character which has more decal slots.
