Report a translation problem
I mean the file format of the game files. I think it was some sort of Wwise format but none of the tools I found worked to convert or play it.
Yeah I dunno, it was a while ago, but I recall the files had a bunch of Unreal Engine data in them as well as data that looked like WAV when viewed in a Hex editor. Couldn't find a tool that'd work with it, though.
Will probably try it again when it comes out on PC.
Yeah that's kinda dead in the water, probably issues with licensing. Their site doesn't seem to mention it anymore.
Look for the files with BGM in the name under:
Once extracted find files ending in the extension .SoundNodeWave and rename them to .ogg.
As far as I'm aware, the files don't have any information as to what tracks they are. If anyone would like to help figure them out, I'd be grateful if you noted them down on this spreadsheet[docs.google.com].
There might be a place in the game files where the titles are linked to tracks but I haven't found it yet.
...Also what kind of suffix would I be looking for if I meant to search for NPC dialogue? I'd like to rip all of Uncle Death's lines if I could. lol

Converted to MP3[drive.google.com] (encoded with LAME -V2 as the files are of bitrates 110 Kbps or less, and I wanted a little wiggle room)
Sure, what I did was make a Powershell script. I'm not a big user of Powershell but this worked for me:
Paste this into a text file and rename it so it ends in .ps1. Make sure it's in the same folder as both extract.exe and the .upk files you want to extract, then right click it and click Run with PowerShell. Instructions for Windows 10, could be different on others.
As for where to find Uncle Death's voice overs, I haven't got a solid answer, but I can give you two ideas:
First, I found some of Naomi's lines in Cafe_BG_Naomi_LOC_INT.upk. Some files end in LOC_INT or LOC_JPN. JPN being Japanese voiceovers (perhaps text too, but I've only found voiceovers so far) and INT being English.
Once you have them extracted, what I did to mass rename them was simply grab the .SoundNodeWave files, dump them in one folder, then open a command prompt and run a rename with wildcards like so:
There are a lot of LOC_INT and LOC_JPN files, and it's not guaranteed that the voiceovers will be in them, but I'd say it's a good start given the logic of the filenames. On a related note, files starting with SN_ seem to be for sounds. SN_VOX being voices (includes various things like character grunts) and SN_BGM being music.
There are some Uncle Death lines in AS_CH_NPC_Death_SF_LOC_INT.upk but it's nowhere near all of them, so I'm guessing his lines in cutscenes and throughout the story are somewhere else.
I've separated it into two folders: Ones that are listed on the spreadsheet and ones that aren't. (which may just be cutscene versions or differently named dupes of tracks already covered in one of those subfolders, but hey, may as well have them just in case.)

Radio Music #2 - #102 seem to be the non-ambient tracks; i.e., the songs I wanted.
Is there a list out there of the titles and/or artists per song?
