You can report players direct to gung ho support. There is a support request form. Coming here just gets you pointed at. We also have to remind you that Steam has a no name and shame policy. In general they don't tend to hunt it down, but if you get reported, your discussion usage can be limited for a time. If you continue to abuse the rule, worse punishments can be applied.

Since you have an issue with the player, view the replay, take a screenshot of it, and find the support form and fill the form out.

wouldnt worry about this guy they are probably the same "anon" that accused dalkihi of cheating on that reddit post ( weekly thread awhile back). Just ignore them and move on.

I know I have accused people but that is mainly before I knew how to play and sometimes in the heat of the moment when I shouldn't of, making it a hassle for gung ho
