You can uninstall it fine.
as far as steam goes they will only ban you if the game itself does not allow something. they cant ban you if the game allows it. cod4 was a game that allowed it. servers when owned dont. the clan i am in for instance, will ban you if you cheat.
just like a lot of games now consider mods cheats. this game did not. some games now consider it a cheat if you mess with your game files to change graphics settings that you cant do within the game.
punkbuster may kick you for cheats, but they are not that good. and not been updated for a while. most of the time the server that uses punkbuster finds the cheater, bans them and sends info to punkbuster. they look it over and if they do infact consider you cheating they then add you to there list for being banned, and then updated that list with all the servers that run punkbuster, and now your info is on all of there servers and you are now banned from all punkbuster servers.
