Stuttering Gameplay and Pixelated Cutscenes.

Exactly what the title says. When I play single player, the loading cutscene is blurry and pixelated, when I look and move around the game stutters, and I noticed the menu when starting up and paused in-game the text is very blurry. My specs are good enough that I should be able to run at max, but it doesn't seem to want to. Are there any fixes for this? I'm running it on Windows 7 with a 2.2GHz Intel Core i7-2670QM Quad-Core, and 8GB of DDR3 RAM. I'm running it at a resolution of 1600x900 widescreen. Any help resolving these issues would be greatly appreciated.
