In COD games VSYNC will cause this. Turn it off.

Try your mouse in another usb port also make sure your drivers are all up to date.
When you say "lags hard" do you mean the game graphics or just the mouse movements??

moved to another port, didnt help. when i move the mouse, the framerate goes to like 3fps and when i stop moving mouse, it goes back to normal rally weird.
how do i tell if drivers are up to date?

Sounds like it could your RAM that is lacking, you really need 4Gb to run XP and run CoD 4 to any respectible level.
Don't run the fps software while trying to run CoD 4 because this will use up your limited RAM also.

what do you mean the fps software?

Some people run a separate piece of software to generate a correct reading of the fps.
This usually takes up a lot of RAM while doing so.

Like fraps or game booster. Game booster you can try though as it clears ram for you from programs that are running but don't need to be.

Depends which drivers. Just go to the brands' website and find your model.

Yes go to the manufactures websites and download the drivers from them.
Update your Graphics, Motherboard, mouse/keyboard and any others that you think might benifit from them.
Try not to use windows drivers if at all possible, original manufactures are much better.
