You can also bind a key to activate fullbright mode. People say it's cheat protected which is true, but there is a workaround that can be done from within the console itself.
/bind F1 "SelectStringTableEntryInDvar FPS FPS r_fullbright 1"
When you're in a game, press F1 on your keyboard and everything will be set to fullbright mode. Gives you a huge performance increase.
Sample went from 52FPS to 199FPS.
The one time I tried Yitch3 though (for 333FPS experimenting) it disabled camos for me, and because I use COD4X I don't know how to get them back...

Most worthwhile servers (and Promod) ban 333FPS because you run silently with certain weapons, fire too fast, and take far less fall damage.
Similarily, going too low will drastically reduce the physics. Ever wonder why Infinity Ward always targeted 60FPS on consoles? It's because the old Quake 3 engine will LITERALLY fire the guns at half their real RPM if it goes down to 30FPS. I actually first noticed this on the Xbox port of Return to Castle Wolfenstein.
