Also, unless those downgrade servers have been updated recently, the version of CoD4x they install is rather dated. You won't be able to play on a server that is running a newer version than the one you have.

Installing PB couldn't hurt so I suppose you might as well update that too. Honestly, it shouldn't matter, afaik. I've never bothered with PB.
1) Install CoD4 from steam
2) Launch multiplayer
3) Enable console in settings
4) Open console with Tilde (`) key
5) Manually connect to any C4S server by typing one of the following commands into the console
/connect 178.33.157.21:28958
or
/connect 178.33.157.21:28953
BTW, what version number of CoDx is displayed in the lower right hand side of the MP main menu? If it says 21.1 and you still don't see any servers, deleting your servercache.dat file should with fix it. If you still don't see any servers after that, I'm out of ideas.
Edit: Also, make sure in the server browser you don't have Source set to Local or LAN :P
And yes, you will come across wallhackers and aimbotters from time to time. But it's not often in my experience.
[[ Edit: After messing around in filter settings I noticed if you set Punkbuster to On while the Source is set to CoD4x, you don't see any servers. Maybe that is what was happening to you before? Also, the All setting for each option seems to mean 'All with and All without'. So in this context, setting Punkbuster to 'All' will also show all the servers that *don't* use it. ]]
