This is the case either because:
-you bought the game while you were in Germany (in which case the Steam Store gave you a warning that you were about to purchase the German version)
-had someone from Germany gift it to you (always be wary of games that are censored in other countries)
-purchased a German key off your shady grey-market site of choice (your fault for trusting those sites)
In any case, if you want a copy that isn't in German, you will need to, have the game removed from your Steam account first so you can replace the German version with an international copy.
If you can get Steam to issue a refund (yes, you can refund gifts, the money will go back to the person who gifted you the game), that's at least a silver lining, I guess. As long as you had it for less than 2 weeks and have less than 2 hours of time played, you are eligible for a refund.
If you don't live in Germany, you should be able to just buy it on Steam.
If you do live in Germany, you'll need to purchase a key for the uncensored version (they activate in Germany, don't worry) or get someone to gift you the uncensored version.
I recommend Gamesplanet[us.gamesplanet.com] since unless they put up a big fat warning, they will pretty much always be selling the same uncensored keys for all regions, so no nasty surprises there.
Also no shady practices, as they actually get their keys directly from developers.
