if you're talking about certain graphics options (number of dynamic lights, model detail, water detail), the highest available setting is called "normal" for them anyway, regardless of system specs. that's how Infinity Ward designed and named them back in the day, so there are no hidden graphics options.
if you're talking about quality level sliders seen on texture settings, then I have no idea why the game doesn't apply the changes, but if (for some reason) you've previously set either or both config files as read-only, it might be because of that.
