My question, I guess, is would Activision give me a Steam key if I asked, and proved to them that I own the physical version of the game (e.g. send pictures of my discs, cases, manuals, etc.)?
You can try but Call of Duty 4 MW is NOT a Steamworks game by default, the Steam integration happened with Modern Warfare 2 in 2009.
Im fairly sure Activition support will just point to the Remaster to buy that.
