As for the model format, it is completely custom to The Wastes and I recall there being an SDK on their website for it, but I can no longer find it.
And as for - i know. But the original The Wastes mod for up to v1.4 RC1, i believe, was a Half-Life 1 modification, and ran on GoldSrc engine, so i still kinda think about it as of a Half-Life 1 mod, no matter that the Steam's v1.5 got a new engine from Quake. And it still feels much like a HL1 mod - even the player character's stance in the third person view mode and some elements of the main menu and the options menu are the same. They even still have the Spray painting feature!
Launch FTE, hit shift + esc to open the console, and type modelviewer path/to/file/here.vvm
You can view models in TW, but the game code needs to be recompiled in developer mode. Like I said, we do ship the code, so you can look into that if you really want to!
