The gear system
Currently you can only operate with whole gears, meaning that, for example, if you want to improve protection with a new bulletproof vest, you have to buy A WHOLE another gear that contains that vest and everything else you had. Sure, you can sell the old gear, but you only get half a price back, which means that every time you want to add something, you lose half of the original gear price. I thought that maybe I could reuse the old gear by assigning it to a newly hired team members - but when you hire them, they already have a gear, which means I have no use for the old gear other than selling it for half a price. I want to suggest a better system - you could buy individual elements of gear, assemble gear from elements, or disassemble gear into elements, so you can recombine or sell them individually. You could still buy and sell assembled gear for the ease of process, but you would still have an option to work with individual elements. I would also exclude the gear from hiring a team member, meaning that you could equip the new member with what you already have instead of spending more money on a gear that you won't even use. The old system is just so damn expensive to manage.

You can edit existing gear sets.

For example, if you edit the Basic Police Gear and then recruit a new officer, the new officer will not use the new gear automatically. They are equipped with the old gear. You can prove this by comparing the resell price of their gear vs. your custom gear.

That is what OP is talking about.

IMO, units should--by default--come with no gear.

I think if unit come with no gear will solve all that issue..

Hiring new team members with no gear solves only a half of the problem - what do you do, if, for example, you want to add a bulletproof vest to an already purchased gear? In the current system you need to buy a whole new gear for that, including the elements you already had.

I agree that there is this drawback here. But I don't see it as much as of a problem as units spawning with the default gear.

By end-game, you will only ever equip gear once to a unit. Early-mid game, you won't have enough units for this to become a severe financial burden. Similarly, you won't need much of the advanced gear the game gives you in the early-mid game anyways.
