not enough money!
The incidents are increasing MUCH faster than the money gained each day. Can barely buy *one* unit a day! and it's a low end unit. Increasing incident rate means I need more faster units, but there's no way I can afford them.

It's rough. One, you won't be able to get everything. Part of being a 112 operator is gauging the severity of situations, and that means you have to decide which incidents will get a response, and which won't. Every incident has an "ignore" button, and sometimes you gotta press that. Cat stuck in tree? Running a red light? You can let these go. Figure out what you can respond to, and act accordingly.

Another thing to watch for is unit composition. Using your funds efficiently won't allow you to solve every interaction, but they help. As EvathCebor says, the cheap units really aren't worth it. Motorcycles, chase vehicles, and quads are worthless in bad weather and can't do half the stuff that needs done. Police cars are awesome; they're good enough for any early game situation and 80% of the late game. Sometimes you need 2 or 3. Send fire trucks to situations with a flame icon and technical trucks to situations with a wrench icon when you can; they'll work more efficiently.

Get one helicopters of each color, maybe two. They're crucial for bailing out a region that's being overwhelmed, and to that end they're almost as good as having an extra unit in each region. I use them for searches as well; supposedly they're really good at that. I know helicopters are expensive, but the more districts you have, the more essential they are. In my most recent game, I got the large police helicopter with two officers with SWAT rifles and a bomb-defusing robot. Expensive? Very. But now I have a unit that can quickly and easily deal with any bomb threat, gang war, or other high-stakes situation anywhere on the map. (And if you send regular cops to deal with these situations, you'll end up with injured or dead cops and the bad guys on the run, which is turns into a huge mess that requires you to send in a bunch more units).

I don't use umarked police cars much, but they'll get you more incidents where you can levy fines and also increase your reputation. However, they also spawn more incidents so it's a double-edged sword. You might give them a try especially in the early game to get extra money when you can handle the extra incidents.

All that said, I feel your frustration. Take the snow day. The map is flooded with incidents and I'm constantly getting units stuck and things are timing out and people are dying and my assistant operators are begging for help but I have no help to give... It's stressful, it's rough, it doesn't feel good to know that people are suffering and you can't help them.

Well what if I don't have enough money? I gain too little that I can afford a unit roughly once every 15 days. And I am not counting the gear for people, especially cops. I feel so bad they have lame equipment and are in danger. :(

Some caution on helicopters: they do not work in storms with extreme winds.

... I love my unmarked police cars. They're fast, they're great, they're a lot of fun if the police officers inside of them are equipped properly. :Decapitation:
