Yea I thought this -was- easy mode :P
Just 1 up from Junior.
Since the game is quite educational, I like to play it with my kids (and they love 911), but without a speed down button, it quickly looses that purpose of being educational. Both the responding part and the map/spatial part in how you manage emergencies drowns in hysterical frequencies of calls/events. My kids (and I) turn away from the educational part just to click, click, click, click, click, and do not realize what is really happening.
I know the Freeplay is a sandbox mode, but I would also with that recommend a difficulty slider (or several) for the frequency of calls for all (or individual) unit cases/day. That way one can have time to immerse oneself (and the kids) in the process of responding to people in need.
Just my 2 cents.
