Maybe the pc configuration is only suitable for powerpoint presentations, otherwise it can't be true with 18fps. My old Ryzen 7 and a TX 1070 handles the game smoothly on highest settings in 1080p.

probably not, it runs more demanding games (Control, Witcher 3, Cyberpunk2077) more smooth than The Beast Within
If anything, I guess it's problem with the fact that hardware in question is a notebook and some games run much worse on notebooks than on comparable computer setups.

More smooth or smoother ? The other question how much is (more) smooth(er) ? 10 fps more than the beast or much more ? There are a few people here on steam who feel 25 fps as smooth enough. For a powerpoint presentation is such value enough, but for gaming ?

I could run almost anything on my old Alienware but this thing was rough every time and would give me the ol' jet engine fan sound and I'd get killed in (I think) the Chapter 6 chases repeatedly because of frame rate. I have a new PC but I haven't messed with it yet. It's a shame because I liked the game/story whenever I could get out of the 10-20 FPS quicksand.

I also of horrible performance and im only utilising %60 of GPU and maybe %30 of my CPU and i go from 120 fps to 43 fps and back ... its ridiculous

i noticed that the game, in this case the game engine doesn't like AMD Gpus. With my GTX 1070 the game ran mostly smooth, but my "new" Radeon Rx 6600 can't deliver stable framerats.
