how can i download the dlcs? i owned the base game but the dlcs are all at 49,99 € why?

The game should be called VC4 complete edition on steam and you should just have all the dlcs now, so they should just be installed whenever you load up the game.

I don't think you can even get the old Valkyria Chronicles 4 on steam now.

I already own everything, but hopefully this will encourage more people to try the game... and I think it's a good move more publishers should take... make DLC of older games free

It was an odd change to be honest, but they probably had the idea from the start to not add more level content past what they released alongside launch. Which might be the reason they just made it one game with all the DLC included.
