There's a simple way to resolve such an issue: you need to clear the cached data. To clear the cache:
1. Press Win+R.
2. Type "%TEMP%". Press OK.
3. Open the folder {LINK REMOVED}"wargaming.net", then - "wowp".
4. Delete the folder "cache".
Launch the game again and check if you can sell a plane. Please report if the problem remains.

Select Clock and Region
Click Region > Administrative
In Language for non-Unicode programs click on the “Change system locale”
In the popped up window “Region Settings” untick “Beta: Use Unicode UTF-8...”
Restart the system.
