Yes, there is a popularity numeral attached to each decoration object, and that serves to give you a general idea of its "standing" among the different many decorations there are in the game. Of course, if you put up a decoration object of 10k popularity points it's more helpful than a 5k decoration.
The algorithm per se is rather complex, given the many decoration objects and their rarity level in the game.
Yes, in order to have more space for farm land at your disposal, you can of course neglect decoration objects as a whole; however you need to take into account that you won't get any paying customers on your farm and the market stalls will stop vending your produce.
