No, it is not based in the Flare engine at all. Exiled Kingdoms engine has been developed from scratch in Java and the game mechanics and rules are completely different. Similarly, all the content in the game is original.
The visual similarity comes from the fact Exiled Kingdoms uses some Creative Commons graphics, originally created for Flare. You can see all details here: http://ww.exiledkingdoms.com/ek_credits.html
I take this chance to endorse and support the Flare project (linked in the credits page). We have supported it many times in the past, even commissioned more art from them once Exiled Kingdoms took off.
Man I wish they woulda finished that Alpha Demo for Flare...
anyway, gon' put this game on my wishlist and follow the further developement (personally I'd probably be convinced to buy it if you'd polish the UI a bit, I just can't trust any games wt just OK UIs anymore ), good luck for the steam release and thanks for the response :)
Edit: btw the trailer seems a bit low in resolution, would probably be good to upgrade that to FHD prior to release
