Where did you get the mod? Original link for courseplay is https://github.com/Courseplay/courseplay/releases/download/6.03.00053/FS19_Courseplay.zip
The mod was made for another FS. For example: just renaming FS17_courseplay.zip into FS19_courseplay.zip won't work. You need to download the correct mod version for your FS.
Where did you download it? There are too many bad mod download sites out there, where you can get crap very easy. Use official sites only... in this case it's github for example. And always read and follow installation instructions.
Side note: A standard uninstall does not remove all instances of the game from you computer & can leave traces that can linger, & cause problems that carry over to the new installation.
I created a guide a while ago for Lumberjack's Dynasty that explains how to do a complete fresh start. This guide was based off information that I received from a game tester who uses it every new update, so as to remove any chance of carrying over any issues from the previous version of the game.
Note: this works with most all Steam games - you will just have to change the paths for the various games. Also, you can backup your saves, & re-install them to the new installations.
