Try boarding the one that doesn't run and turning on the belt. If it still doesn't pick up, or run, then I would guess they can't share. All of the belts can be uncooperative and finicky at times. If what you are trying to do is speed up the collection process of silage (and the pick-up belts do transfer at a very slow rate) then there are 2 other options you could try:
1. Edit the xml for the Lizard pick-up belt (its in your main game vehicles directory; its not a mod) and increase the flow rate. If you are not comfortable editing xml files, try this other option.
UPDATE: If you plan on playing multi-player at some time, then you may not want to mess with any of your core game xml files. There is a warning from GIANTS in the directory to that effect.
2. Use a Grimme SL8022 transfer belt to receive from the pick-up belt and send it up into an auger wagon placed at the end of the silage bunker. Then go work on other chores, and come back and transfer the silage in the auger wagon to your silo, or where-ever you intend to take it. That way you aren't waiting on the belt.
This is how I have all of my animal cleaning areas set up. That way I don't have to manually clean up after them; they stay 100% clean all the time. I just drive by with my main auger wagon and collect from the stationary auger wagons, from time to time.
You can also use a forage wagon to pick up the silage at a much faster rate than a belt. You will have to drive up and over the pile of silage, and make several passes, but it can be done, and rather quickly.
