As for mods, I doubt any of the seriously good ones will be backwards compatible. But we will need time to play FS21 vanilla to figure out how everything works unmodded, and installing FS21 won't affect your FS19 install so you can still play heavily modded FS19.
Just like any platform, the Mods take time for the developers and community to catch up to demand(s). Even now we see FS19 mods still being cranked out from official and unofficial channels. The volume of content from community contributors is pretty on par with major releases.
Over all, this is a sign of a maturing platform and a developer (Giants) that is taking on more ownership. The question I have, is in the long run does this mean Giants will keep the contributor community as open? Over time many companies fear the "standards will decay" as more contributors put in materials. Then the question of intellectual properties start getting fought over.

No FS19 mods will not work. They will have to be updated for FS22 by the mod creators just like every other FS version previous.
FS20 is the mobile version of 19. It is already on Steam FS19. Before the cycle was even numbers were mobile version and odd numbers were PC version.
This changed this time due to the delay on getting the next version out. FS22 was suppose to be FS21 last fall but was delayed.
