Unfortunately not. Nor is it cross platform.

thanks.

I will never understand why local coop is so ignored by all devs. so much lost potential and fun.

By local Coop do you mean 2 people playing on the same "computer" ?

or

Playing with 2 "computers" using a home LAN ?

because if you mean the first one then how would you possibly play this game local coop ?

only a console would have that ability and the game was already hampered by the consoles lack of processing and gpu capabilities?

i dont think a PC gamer would play local coop because that is not what a pc is "for" and we have normal multiplayer.

You would need to render the game from multiple perspectives at the same time and calculate all the physics for both players actions and unless you are linking 2 consoles together to share the burden then i do not think it would be even possible with a game like this.

Consoles already have a 2x map limitation due to their capabilities from what i understand.

If you mean the second option then you can play using a non dedicated hosted map from your own pc and have a friend join, but you still need the internet to do it as it has to go though their system.

I get this is your opinion, but saying "because that is not what a pc is for" is really dumb. Define what a PC is for? Why not local multiplayer? You're forgetting PCs are versatile in the sense that they can be used in many environments. Remember that there are people who use a PC connected to a TV and use a controller, so...perfect for local multiplayer!
