it sure can as far as i can tell.
im personally a fan of the cultiplows but after any plowing you can seed.
a plow will prep a field but it takes longer than a cultivator since the plows are smaller and pull them slower.
when I start a game, I sell the gear that they start you with and buy the biggest all in one seeder I can pull, usually the red one (can't remember names atm)
you should only have a plow if you are creating fields, or if you have periodic plowing turned on, and even then it might be better to lease it than to buy it, depending on how long it takes to plow all your fields. I turn that option off because I don't like plowing, takes too long.
