Report a translation problem
To the best of my knowledge, it must have something to do with the setup of the computer/GPU itself.
I don't have a high end computer by any means. A 4.2 Ghz CPU, 16Gb of memory and a couple of old Nvidia GTX 660 TI in forced SLI-mode.
They are of course max OC'ed, but still.. Old as Metusalem.
They both run at anything between 85 to 95%, but I can't remember ever having seen them bang their heads in the roof at a 100%.
But I'm still running the game in 1440 and a steady 55 to 60 FPS. Graphics all maxed out.
I'd suggest you take a close look at your computer setup.. Bloatware and little maintainance can really bog down a machine. Trust me, I know
And also, there might be other programs using your GPU's resources at the same time, not just the game itself.
Further more, FS19 isn't a fps depending game like CS:GO,Dark Souls, Tekken/Dead or Alive, ... 100% is a waste of energy, produce useless heat, and wore the gpu out
