Report a translation problem
Place a garage, shed or other structure onto a field and the crows will continue to spawn there as if it were still an open field. Flocks of birds appear right inside buildings and even fly through walls and roofs. Distracting, annoying and immersion-breaking. I'm sure Giants noticed this during development/testing but just didn't care.
Don't confuse not caring with prioritising or opportunity cost. resource and time cost money for a developer.
As it does not rain inside buildings or machines, they could have written a few more lines of code to apply that same function to the birds. I imagine it would have taken maybe 20 lines of code at most. Basically all they would have had to do is to call the same function that the rain object uses from the birds object.
There does not seem to be any game setting that disables wildlife. Games typically have an "environment" setting or at least a graphics-simplifying setting that controls things like this. But I haven't found one that control crows in FS19. You might have to resort to editing a file on a map-by-map basis. Hopefully, it will just be a simple XML so you can avoid resorting to GE.
