There is no command to make the forklift forks go up & down
I'm sitting in my brand new forklift, the engine is running, I've slid the forks completely under a pallet and I know it's done correctly because the amount of seed in the pallet showed up in my UI down in the lower-right.

My help screen in the upper-left does not display any command for raising & lowering the forks. The control settings menu does not list any command that would obviously relate to the forks (besides maybe 'front loader tool'?). I have unbound any potential conflicts with non-keyboard controllers and tried all the possible keyboard commands (anything related to 'lift' and 'lower'), but nothing I do can raise the forks.

Any help is appreciated!

use the mouse, its based on the mouse controls to move attachments and stuff like that

You mean holding right- or -left or -both mouse buttons while moving the mouse up and down and side to side? Yes I tried that.

its left mouse up and down, to move the forks, did you accidently unbind it?

and left mouse side to side for tilt

With default key binding:
Hold left mouse button + move mouse up-down to raise forks (pull down to raise, push up to lower).
Holding left mouse button + moving mouse left-right tilts the whole lifting boom.

I quit the game out into the main menu, disable gamepads and steering wheels, go back into game, keyboard and mouse operate forklift as expected.

So there's a conflict being caused by either my wheel or my side panel. But I've already cleared any bindings that could possibly be conflicting, so I've gotten closer to the culprit but I'm still stumped.

if you have a side panel, thats a logical culprit as the side panel is suppost to operate the equipement the same as a mouse, so yeah

So I re-enabled gamepads from the main menu, went back into the game, and now, without changing any of the settings from before, the forklift works as expected even with my wheel and side panel enabled, so we're back in business.

The troubling thing is that I didn't fix it by clearing any conflicts, I fixed it by disabling and then re-enabling gamepads from the main menu.

Agreed, the side panel was my first guess as to the culprit, and so that's where I was most meticulous in clearing bindings. In hindsight I think it had something to do with the wheel, because back when things weren't working, if I pressed either mouse button I would notice the in-game steering wheel would twitch, indicating some sort of conflict but my wheel wasn't bound to ANY command aside from left right forward reverse so it didn't make sense. Turnings things off and on however fixed whatever that conflict was.
