Does anyone know if FS19 cross platform between ps4 and PC?

No cross play between PC and Consoles. PC & Mac only.

it is not possible but also not wanted really, it would mess with the pc versions enhanced modablility compared to consoles, plus pc's bigger map capability would kill a console

Yes of course. They are seperate platforms. You have to buy it for each platform you want to play on.
