I do not know what you are trying to show there. This game requires a dx11 gpu. The fact that your operating system supports dx11 doesn't matter if you don't have the proper hardware. Your intel hd 3000 integrated graphics only supports dx10. You need a new computer.
Agreed, this LAPTOP cannot accept upgrades that would allow it to play this game. You will need a desktop with a dual core processor that had a clockspeed of at least 3ghz and a dedicated GPU made in the past 4 years.
I recommend this as you can find used parts for cheap, at least in the continental America's and most of the EU.
In the meantime is steams refund system to compensate yourself since the game can't be played.
you will need to buy a dedicated graphics card to run this game or buy a newer cpu with higher DX capability.
that being said, if it does not even have the required DX capability, i am pretty sure that the HD3000 would be insufficient to even run the game to a playable and acceptable level even if it would work.
if it was not for the fact it was a laptop then you could get a dedicated gpu, but at this point its time for a new laptop i am sorry to say
