As far as I know there is no in-game dev console. Many features can be edited in the game save files and map files (xml files). Instructions for installing custom textures can be found with texture files found on mod sites. You can also download the giants map editor and dive into map editing directly. You will find YouTube videos that will help you learn how. There are also Facebook groups that support all forms of modding fs19. Just do a search.

i see on fs19 youtubers if they use a console they have up a shortcuts to commands

Not very useful unless you are debugging a map or mod

there is a game console but it must be enables in game.xml

<controls>true</controls>
But if you do that, i suggest to take time to look at videos on youtube on the subject.

also in steam right click Farming Simulator 19 and select properties, in the general tab, click the button "set launch options" and enter in -cheats, this will enable cheat commands to.
to open consol use the tilde key press one to open, twice to edit in console. start by typing gs followed by tab, then you willsee the first available cheat. press tab multiple times to scroll thru available commands.for help with a command, just enter help <commandname> and you will get a little info.

Some Cheat Commands:

gsCheatMoney - adds 10mill to your farm account

gsCheatMoney <amount> in format 0.00 gives you specified mamount of money given.

gsAddBale :adds a bale to trailer strav, grass, hay i think

gsAddPallet adds a pallet to a trailer

gsBuyAllFarmlands buys all land

gsSellAllFarmlands sell all land owned

gsBuyFarmland buys specified farmland

gsSellFarmland sell specified farmland

gsCheatSilo - not sure what it do yet
