Will a dedicated server allow crops to grow while Im offline

Yes. You have the option to leave the game running, or pause when no one is on.

Yes you can set it to pause when no one is on the server or let is keep running.

is the same think true for single player(no server)? it seems that my crops grow overnight, when I have the computer shut off.

Nope. The game has to be running for crops to grow, if you exit the game it is paused.
