Cannot (seemingly) progress in Justice for All, Episode 3, Part 1

I looked it up and after talking to detective Gumshoe at the Lodging Plaza, a new person should show up at the Circus entrance. But they won't show up. I've examined every possible thing, exhausted all dialogue options, and present each court record to everyone I could.

I guess I just have to load an old save to progress but still going to report this as a possible bug.

Never mind... I had to pick up the Max poster from the ringmaster's room, present it to Regina and then present Max's profile to her. After that, Regina had another dialogue option. Then a new person showed up at the circus entrance.

Leaving this post up in case anyone else runs into the same "issue".
