All but one of the games in the franchise are on mobile (even the ones not released in the west), meaning you can play it through an android emulator on PC. It's not desirable, but it's what we have, and it's in some ways the best way you can play these games.
Apollo Justice in HD looks really good because they didn't need to upscale the sprites because they had HQ versions already. The 3D games look the best in the mobile ports because it has the best resolution and framerate compared to the 3DS versions.
Ace Attorney Investigations looks pretty bad in the mobile ports because of how they decided to upscale everything. That's one I'd recommend playing on DS if you can.
The games not released in the west; Ace Attorney Investigations 2, The Great Ace Attorney, and The Great Ace Attorney 2, have fan patches (except GAA2 because it's not finished), that work on the mobile ports as well as the DS and 3DS originals. (Investigations 2 doesn't look good in the port the same as the first one, so if you could play that on DS, i'd recommend it, but it's there.)
You can check out more information on the unreleased games here --> https://scarletstudy.gq/
The only game not available in the on mobile platforms right now is Phoenix Wright vs. Professor Layton, which is exclusive to 3DS. I really enjoyed this game, but it's not a necessity for the Ace Attorney franchise, and you should play the professor layton games beforehand as well if you want to play it.
For play order, I'd recommend playing in release order. Playing in chronological order does spoil things imo.
Release order is: Ace Attorney 1, Justice for All, Trials and Tribulations, Apollo Justice, Investigations 1, Investigations 2, Dual Destinies, Great Ace Attorney 1, Spirit of Justice (You can play this one before GAA1), Great Ace Attorney 2
The best games in the series, imo, are Trials and Tribulations, Investigations 2, and Spirit of Justice, which is a pretty normal point of view. So if you do feel like a game is really lame,
