Game play is jittery

The game starts out stuttering. Not playing smoothly. Please let me know if there is a way to fix this issue.
I am playing on Windows 7 Home Premium 64 bit.

Do you know how much VRAM your graphics card has? And did you try turning VSync off and setting the graphics to lower settings?

But if the game is already lagging after starting it, it may be something else. Your specifications look okay. It could also be something with your operating system. Is your hard drive full? When did you install the operating system?

Sorry it took awhile to get back. I work during the week and only play a game on weekends.

The VRAM
Total available graphics memory1696GB
Dedicated video 64MB
System video memory 0mb
Shared system memory 1632MB

I have turned the VSync off and set the graphics to medium and the lowest setting.
The game is not as jittery, but is slow in movement.
The game did take a long time to download. Longer than other games I have downloaded from Steam.

It looks as if your VRAM capacity is not enough to stream all textures. Did you set the texture settings to low? The recommended VRAM is 4 GB and minimum should be 2 GB (with highest texture settings).

Can you name another game where the same problem occurs? And can you name another game where everything runs smoothly? This makes it a little easier to identify the source of the error.

Layers of fear and The will are not running smoothly.

I do need to get an updated computer.

Yes, it seems like there is nothing you can do to make it run smoothly but to update your hardware. You especially need a new graphics card.

If you don't have the intention to update your hardware, you are free to refund the game.

I am getting a new computer! I will get it next week. I have been putting it off, but this computer is 7 to 8 years old! It is time to upgrade!
