Looking for help with understanding the Web browser widget

With Utils, while looking at the plug-ins there is a web browser widget which I've seen pop up a few times when opening stuff through the menu. Is this browser a dedicated one that works like firefox, chrome or explorer where I can surf the web or is it just to open certain things as of right now?

If it works like a normal browser, what's the way to set it up via the slide menu so that I have it at a tap away.

No, the built-in browers can only “look” ,cant "download" "collect" or do anything other.
