Mountain man is the tutorial guy an the shop keeper randomly spawns at certain locations throughout the map. To get mountain man you need to save him before the fast zombie gets him at the end of the tutorial. I'm not sure about how to get the shopkeeper though.

You can get shopkeeper by delivering him the Big Bone , its near the first city . you just need to punch it to move it.
